Professional Learning Community

Learning Together. Improving Together.
White River School District believes that the fundamental purpose of schools is to ensure high levels of learning for every student. Achieving that purpose requires more than talented individual educators—it requires a system in which educators learn, collaborate, and continuously improve together.

For more than two decades, White River has intentionally developed the culture, structures, and practices of a Professional Learning Community (PLC) at Work®. Guided by the work of Richard DuFour, Rebecca DuFour, Robert Eaker, Janel Keating and many other educational thought leaders, our district has embraced a collaborative culture where educators accept collective responsibility for student learning and use evidence of learning to improve instruction.

Today, White River School District is proud to be recognized as a Model Professional Learning Community at Work® District by Solution Tree. This distinction reflects our commitment to continuous improvement rather than a final destination. We remain dedicated to refining our systems, learning from others, and sharing our journey with educators across the country.

Our Collective Commitments
Our work is grounded in the three Big Ideas of a Professional Learning Community:

A Focus on Learning
Every decision begins with a simple question:
What will students know and be able to do as a result of our instruction?
Collaborative teams identify essential learning standards, develop guaranteed and viable curriculum, create common formative assessments, and continuously monitor student learning to ensure every student has access to rigorous, high-quality instruction.

A Collaborative Culture
Professional collaboration is the engine that drives continuous improvement.
Every educator in White River belongs to a collaborative team that meets regularly to examine evidence of student learning, share effective instructional practices, reflect on outcomes, and strengthen collective efficacy. Collaboration is embedded into the work of our district—not treated as an initiative or an event.

A Focus on Results
Student learning is the measure of our effectiveness.
Rather than relying on assumptions or individual perceptions, collaborative teams use timely evidence of learning to evaluate instructional practices, identify students who need additional time and support, extend learning for students who have already demonstrated proficiency, and continuously improve teaching and learning.

The Four Critical Questions
The work of every collaborative team is guided by the Four Critical Questions of a Professional Learning Community:
  1. What do we want students to know and be able to do?
  2. How will we know if they have learned it?
  3. How will we respond when students have not yet learned?
  4. How will we extend learning for students who have already demonstrated proficiency?
These questions provide a common framework that aligns instructional planning, assessment, intervention, enrichment, and continuous improvement across every school and every grade level.

Collaborative Team Time
White River has intentionally protected dedicated collaborative team time within the school schedule because improving student learning requires educators to learn together.
During this time, teams engage in the essential work of a PLC by:

  • Clarifying essential learning outcomes
  • Developing and refining a guaranteed and viable curriculum
  • Creating and analyzing common formative assessments
  • Examining evidence of student learning
  • Identifying effective instructional practices
  • Planning timely intervention and enrichment
  • Monitoring student progress
  • Reflecting on the effectiveness of instructional decisions

This work is not an additional initiative—it is the core instructional improvement process of our district.

Multi-Tiered Systems of Support (MTSS)
Our Multi-Tiered Systems of Support serve as the operational response to the third and fourth critical questions.
Through a comprehensive system of academic, behavioral, and social-emotional supports, collaborative teams identify student needs early, provide timely interventions, monitor progress, and adjust supports based on evidence of learning. Equally important, students demonstrating proficiency receive opportunities for extension and enrichment so every learner continues to grow.
MTSS is most effective when it is fully integrated within the PLC process, ensuring that intervention is proactive, systematic, and responsive rather than reactive.
