Home-Based Instruction (Homeschool)
Washington state law recognizes the desire of some parents and families to seek home-based instruction (HBI) for their children. A parent who intends to cause his/her child or children to receive home-based instruction in lieu of attendance or enrollment in a public school, approved private school, or an extension program of an approved private school must file an annual declaration of intent to do so. The declaration is to be filed by September 15 of the school year or within two weeks of the beginning of any public school quarter, trimester, or semester with the superintendent of the public school district within which the parent resides.
For Students 14 and above, for a home-based instruction course of study to be considered for high school credit, it must meet Washington State and White River School District requirements for credit. The Granting High School Credit for Home-Based Instruction Acknowledgment form is included in the Declaration of Intent to Provide Home-Based Instruction Packet.
Home-based Instruction students wanting to participate in Running Start shall enroll in their local public high school for the sole purpose of participating in courses or programs offered by institutions of higher education and must have obtained junior or senior standing. If you want to participate in Running Start, please complete the Home-Based Instruction Running Start Packet, which includes additional pages for enrollment.
All home-based running start students are required to complete a new Enrollment Verification Form from the community college before registering for classes each quarter.

RCW 28A.150.350(2) specifies that the board of directors of any school district is authorized and, in the same manner as for other public school students, shall permit the enrollment of and provide ancillary services for part-time students who would be otherwise eligible for full-time enrollment in the school district.
A “course” is defined as any instructional curricular service or activity in which preschool through twelfth-grade students are enrolled by a public school.
WAC 392-134-005 defines ancillary service as any co-curricular service or activity, any health care service or activity, and any other services or activities, except “courses,” for or in which preschool through twelfth grade students are enrolled by a public school. The term shall include, but not be limited to, counseling, psychological services, testing, remedial instruction, speech, and hearing therapy, health care services, tutorial services such as home or hospital instruction for the physically disabled, and sports activities.
If you are interested in part-time enrollment or in receiving any ancillary services, please complete the Part-Time Attendance or Ancillary Services Request Form. A student who is receiving home-based instruction, which includes courses at and/or receiving ancillary services from the local school district, is by definition a part-time school student.
Tickets for the Washington State Fair in Puyallup are typically available for pick up in late August/Early September and in late March/Early April at the White River District Administration office. You may pick these up in person at our office, 240 North A St, Buckley.
Students who are enrolled in a Washington State K12 online school are not considered to be homeschooled or receiving home-based instruction, as these are public school Alternative Learning Experience (ALE) programs. Therefore, a Declaration of Intent to Homeschool form is not required for students enrolled in a Washington State K-12 online school.
